"Downloading" is the term Ebook Central uses for temporarily downloading an ebook to one or more devices for a short period of time. it's about the same as borrowing a library book, but the text expires instead of you having to return it to the library.
Most books can be downloaded for 21 days and can be read on more than one device. So you can read on your laptop, your phone, and your tablet during the same loan period.
The Library provides very limited support for this feature!
To download books you need:

Download a book
Click any of the download links, "download full book" or download icons for the book you want to borrow.
then follow the prompts
The ebook will download to your device as an .acsm file. It will open in Adobe Digital editions for you to read, annotate, etc.
To use the book on multiple devices, download and start Adobe Digital Editions on that device and log in with teh same Adobe Digital editions name and password.
